The Right Door: Who Can Help With Health Coverage in Orange County?

Medicare, Medi-Cal, and Covered California each have different places to call. Knowing whether you need to enroll, understand benefits, or compare options can help you reach the right office.

October 5, 2026

Summary — 3 things to remember
  1. HICAP helps people with Medicare understand benefits and plan options. COASC says its counseling is free, does not sell or promote insurance products, and is available in Vietnamese.
  2. Signing up for Medicare Parts A and B is different from choosing a plan. Social Security handles Part A and Part B enrollment; HICAP can explain options. Bolsa Bridge also offers a Medicare sign-up help tool for self-guided information.
  3. Medi-Cal and Covered California have separate help routes. Orange County SSA takes Medi-Cal applications, and Covered California offers free help and a Vietnamese-language phone line.

Why are there so many places to call?

You may receive a renewal letter, be nearing age 65, or simply have a question about the insurance card in your wallet. That can bring several program names into the same conversation. Medicare is a federal program. Medi-Cal is California’s Medicaid program. Covered California is where people can find and enroll in individual health coverage outside an employer plan.

These programs do not share one phone number. The office that accepts an application may also be different from the place that explains benefits. Start by asking: What do I need to do right now?

If you need to enroll in Medicare

The Social Security Administration (SSA) takes applications for Medicare Part A and Part B. People age 65 or older can apply online for both parts or for Part A only. Someone who already has Part A and needs to enroll in Part B can use a separate application process.

Read the instructions or apply at ssa.gov/medicare/sign-up. SSA takes calls Monday through Friday, from 8 a.m. to 7 p.m. local time in most U.S. time zones. It offers service in English, Spanish, and other languages; ask about the language you need.

SSA: (800) 772-1213
TTY (for people who are deaf or hard of hearing): (800) 325-0778

If you have a question about Medicare benefits or using the program, you can call 1-800-MEDICARE. The line is open 24 hours a day, seven days a week, except for some federal holidays.

Medicare: 1-800-633-4227
TTY: 1-877-486-2048

Signing up for Parts A and B is different from choosing Medicare Advantage or a Part D drug plan. If you already have Medicare and want to understand benefits, costs, or plan options, HICAP is another place to turn.

You can also use Bolsa Bridge’s Medicare sign-up help tool to explore enrollment pathways and read answers to common questions. It does not replace free, individualized counseling from HICAP.

If you have Medicare questions or want to compare options

HICAP stands for Health Insurance Counseling and Advocacy Program. Council on Aging Southern California (COASC) operates the program in Orange County. COASC says HICAP counseling is free, does not sell or promote insurance products, and has counselors who can assist in Vietnamese.

HICAP can explain Medicare benefits, costs, and plan options. It can also discuss ways to lower costs and help with some payment or appeal problems. HICAP does not choose a plan for you.

Statewide HICAP line: (800) 434-0222
Vietnamese-language assistance: (714) 560-0035

The annual Medicare enrollment period runs from October 15 through December 7, 2026. COASC lists a HICAP appointment event at Westminster Senior Center on November 19, from 9 a.m. to 4 p.m., with Vietnamese and English service. Call ahead to ask whether appointments are still available and how to schedule.

If you need help with Covered California

Covered California is where people can learn about and enroll in the state’s individual health coverage. The program says help by phone, online, and in person is free. You can search for a certified enrollment assister in your area.

Vietnamese-language line: (800) 652-9528
Published hours: Monday through Friday, 8 a.m. to 6 p.m.

Use Find Free Local Help to look for assistance. If you work with an agent, ask which companies or plans they represent and what services they can provide. An informational call does not replace reading a plan’s official documents.

If you need to apply for or ask about Medi-Cal

In Orange County, you can apply for Medi-Cal online at BenefitsCal.com, by phone, or at a county social services center. Orange County SSA lists its Medi-Cal phone hours as Monday through Friday, 7:30 a.m. to 5 p.m.

Orange County SSA Medi-Cal: (800) 281-9799
TTY: (714) 834-8500

If you are already a CalOptima Health Medi-Cal member and have questions about your member card, doctors in the network, or plan services, contact CalOptima Health Customer Service. CalOptima says staff can assist in multiple languages.

CalOptima Health member services: (888) 587-8088
TTY: 711
Published hours: Monday through Friday, 8 a.m. to 5:30 p.m.

CalOptima Health provides the Medi-Cal program in Orange County. It is not an independent office for comparing every plan on the market. If you ask what plans you can choose, clarify which program the person answering represents. For Medicare questions, you can contact HICAP.

If your coverage comes through work

If you get health coverage through your job, ask your human resources or benefits office about your current plan. They can confirm when coverage starts or ends. The member services number is usually on the back of your card.

If you may lose job-based coverage or received a notice about a change, keep the letter and ask for the exact effective date. Deadlines and next steps depend on your situation. Do not assume you qualify for a new program before the office handling applications confirms it.

Before you call, gather your paperwork

COASC recommends bringing your Medicare card, prescription drug or HMO/PPO card, and a medication list with each drug’s name, dosage, and frequency to a HICAP appointment.

Before ending a call, you can ask:

Write down the office you called, the date, and the next step. If an answer is unclear, ask the person to repeat the program’s name and direct you to the office that handles the application.

Coverage decisions depend on each person’s circumstances. Application offices, program hotlines, and HICAP have different roles. Identifying what you need to do can help you start at the right door.
