Before that, a GKN representative told the council the claims program still needs sign-off from the District Attorney and a court, and will open "before the end of October" together with a community meeting. The September 28 date for full operations, he said, is a target that could slip. More than 30 people spoke, most demanding that the city stop the plant from reopening. (Updated the morning of September 23 from the meeting video.)
